This would probably have been the first time that engine had been run since it was fitted to the aircraft. The caption says the smoke is caused by "storage oil" or inhibiting oil in the fuel system. This is normal practice & there's nothing unusual about it. Nobody said the engine was being run at full power. The "cars" look like a fire truck & other utility vehicles to me. This again is quite normal.




If you look at that photo (the original at Anet) the smoke is not coming out of the rear of the engine.



I reckon something really bad is happening...notice how the place is DESERTED?
Id be pissing off in the opposite direction too if I saw a jet do that.
