Your friend is clearly talking rubbish. Like you said a GPS system is a receiver only. The way it works is that it can detect at least three satellites in the sky above you and then using some clever geometry it can calculate your position within 10 meters or so ;)

No, 1 meter is 1,000 millimetres, otherwise you'll have troubles exporting with makemdl.exe and xtomdl.exe
