
I think the best way to approach this problem is to post signage that instructs potential poppers to set the microwave to no more than one minute and 45 seconds. This is for how long I pop mine and I always get a full pop with very few unpopped colonels...
It depends upon the specific bag and, particularly, microwave; mine doesn't even get the popping started until about two minutes -- three-and-a-half minutes for completion. How about installing detectors in the ovens so the ovens automatically shut off, inventive geniuses...*If only they could invent a smoke detector that could snifff the smell of burned popcorn and ignore that smoke.
How friggin' difficult is it to stand next to a microwave for 3 minutes (max) to ensure your popcorn doesn't burn??
