Cruel? Not so sure about that. People work under those conditions all the time. Just think about all the people who landscape or farm in Arizona. We treat our soldiers like that (and worse) without much thought to it being cruel. Unusual? I think it's more like "rare".
I don't think prisoners have protection from "uncomfortable and uncommon" punishment.
