PAL is mainly in Europe, NTSC is used everywhere else. Unfortunately, you won't be able to watch thoese movies unless you buy a DVD player from the same region in which they were bought. Your computer can play movies in both PAL and NTSC format on your monitor but it will only let your change DVD regions 5 times. For some strange reason, DVD's only work in the same continent in which they were bought. Probably to prevent smuggling but most likely paranoia over copyright infringment.
Edit: Whoops, just noticed the movie was VHS. Well, you'll just have to find a PAL TV to play it on. If your computer has video caputer capabilities, I think you may be able to convert it and retape it. It's not illegal if it's your the only one using it.
