Official support for the 9650SE/9690SA controllers is available with the 9.5.1 code set http://www.3ware.com/support/download.asp.

it sounds like some kind of Vista driver cert crap refusing to allow the driver to install
I would contact 3ware and ask them.. I bet they have the solution ready and waiting for you
The only other possibility is some strange incompatibility issue with Vista 64 and the BIOS/chipset for the PEG controller on the motherboard which allows the card to be run in the 2nd PCie video card slot
as long as you are sure you are browsing to the correct driver and inf file location I am sure its probably some Vista quark 3Ware will tell you how to get past

Didn't get anything good back from 3ware, they said check that the card is plugged in.
