When the sim creates a new config file, it reads from Windows to see what hardware is installed. If Windows doesn't see the correct card, FS9 won't be able to either. A quick way to check to see if this is the problem, would be to enter you computer's display properties, click the settings tab, then click the advanced button. On the next menu, click the adapter tab, and see what card is listed. If it says Default something or another, then the card isn't installed correctly.
In any case, I'm thinking that you may want to uninstall the card's drivers, use Driver Sweaper (in safe mode) to remove any traces of those drivers that may get left behind, then reinstall the latest version of those drivers. Something tells me your card's software install didn't take.
