It's there alright, or at least it should be.
Every time FS9 shuts down, it writes the fs9.cfg to that directory so that it starts up with your settings next time it runs. This can be easily tested by setting a particular setting, perhaps like realistic fuel mixture to ON or OFF, (just something different to what you have now) and restart the game. If your setting is as you left it, then the fs9.CFG file was truly written to that location, as the location for the file write is hard coded into the game.
Read my last post again, and do exactly as I instructed, if you are still having problems then I suggest you get a competent person to install the OS and the game, because there is definitely something amiss.
WinXP was designed on the assumption that if file handling was made "easy" through automation that people would no longer need to learn file handling conventions. The sad reality is that now, learning file handling, (an absolutely essential skill, regardless of whatever Microsoft had in mind) is made even more confusing, because of all the hidden directories and files.
The bottom line is this, you need to become proficient at file handling and this will involve learning to set your windows to allow viewing of all files, with perhaps the exception of protected operating system files until you are absolutely proficient.
If you are adept at file handling, I apologise and we must assume a basic flaw in the OS or the game for some reason. In that case you may need new software. This is unlikely.
The next time you re-install windows, do it offline and do not connect to the internet, get the drivers installed for mainboard, sound and video etc and then install FS9. Test it. At this stage you will know for certain if it is a software flaw.
