What are you naming the gear sections?  Specifically.

What keyframes are you using? (0-100, 0-200, etc)

Have you already given it an exterior node?

What is the exact hierarchy of the gear parts (names and animations)?

I think I have the (sad) solution : MAX7 or 8 export the X file without animation. If you "checkboxing" the "Export animation" option when export the project then it creates two files: Myproject.X and Myproject.XANIM. After that I have to use XtoMDL.exe to convert X an XANIM files into one MDL.
It's sounds good for first, but this MDL works only in FSX, FS9 can not load that model file.

Okay - in rereading your original posting.

You're using the FS-X SDK (xtomdl.exe) to create a model file that you want to use in FS-9.  You cannot.

From MAx8, you would have to export a "normal"  x file somehow (I believe using a "Pandasoft"  exporter?) and run it through the FS9 makemdl.exe program.

Alternatively, export to 3DS, import to gmax (which, since you know Max8, gmax is a piece of cake) and export from there with the FS9 gamepack.

The FS-X mdl file created is (basically) not functional in FS9
