If you are averaging 24-25C I would not worry about it.
To enable Cool&Quiet you must do the following:
1. Install the C&Q driver for the A64 processor.
2. Turn on C&Q in the BIOS
3. Enable ACPI 2.0 Support in the BIOS (set it to:YES)
4. From the Windows 2000/XP operating system, open the Control Panel, Double-click the Display icon in the Control Panel then select the Screen Saver tab. Click the Power... button. From the Power schemes combo list box, select "Minimal Power Management" Click OK to implement settings.
Under idle and low power operation such as web surfing, you should see the CPU temp start to drop. It could drop as much as 10c until a load is applied.
BTW:
Maxing out @ 32c under constant heavy loads was not a problem for your tower temp assuming the tower was optimized for airflow by looming the cables and wires away from and down close to the motherboard so air is free to flow without obstruction.
