As Anthin has observed, the streets of Hereford City are noticeably clean and tidy, and the various housing areas are devoid of litter, etc, where I suspect most of the residents personally collect any rubbish that has been left behind making the place look untidy!
...I know my neighbours and I do!
Maybe, unlike Costa Geriatrica, (Worthing-by-the Sea) Herefordshire and Hereford City are not high on the list for folks to visit,
so we don't suffer with Fish and Chip, Ice Cream packets, wrappers, etc, litter being dropped on the ground.
Such dining establishments are very few on the ground!
I have yet to spot a group of Japanese visitors busy photographing the flowers in my front garden!....

Most of the folks living here have been here for generations, and tend to keep the place nice and tidy!
The sight of a street cleaner in operation is a rare sight...there is nothing to clean up!
Even the country-side is noticeably devoid of litter and discarded hardware.
Seaside areas, and heavily populated inner-city areas with a migrant/transient population are probably places where one is most likely to observe discarded litter.
We "Country Folk" tend to clean-up our living spaces automatically!
When it comes to discarded "stuff", I often observe it in photographs and videos/films of South-Western USA, desert regions etc, where council rubbish collection is never carried out. Discarded vehicles, etc, litter the countryside.
...even mountains of rubbish (homeless population) under the various highway/interstate fly-overs (San Francisco/Los Angeles).
Keeping the place clean and tidy is a state of mind!
