I posted some from our balloon flights at KU.
I actually discussed this with the guys I work with on high altitude balloon flights...they are more experienced than me and call BS on them only spending $150. Things like a parachute and balloon would be expensive, they also used a very small balloon, if they used one capable of a decent payload the balloon itself would be over $100.
Really, these kinds of flights aren't difficult at all, it's tracking and retrieving that you run into problems, even writing BASIC code for a camera picture taker isn't hard at all, but programming and outfitting it to send you a signal to track it can be difficult
