It's one of the strobes.

In todays operations, I think it's more a case of (generally medium level operating) fast jet pilots pretending to be Tac Hercs...

Funnily enough I was having the exact same thought, how many F3's are going to find themselves chasing a Bear through the Welsh valleys?  :-?

Mostly stemming for the start of GW1, and finding how many Tonkas we lost (5 or so) as we went hareing in to attack Mr Hussein's air force from 100ft...

As shown by the RAF's Herc loss in Jan 05, low level isn't a safe place.
