North American T-39A Sabre Liner.  Not sure what the movie is though.  I saw one of these in the Presidential Gallery at the National Museum of the US Air Force a few weeks ago.

Yeah I'll go with a T-39A Sabreliner. And as for a movie... something that takes place in the late '50s to late 60's, has something to do with the Cold War and has an officer with really big rank insignia.
