The bigger the texture, the more work for the video card.
Displaying a bunch of high resolution textures on the plane is not a problem.
Displaying a bunch of high resolution textures on some buildings or on the ground here and there is not a problem either.
Displaying a lot of high resolution textures on hundreds (thousands?) of clouds all across the sky is totally different. Sure they look good, but they are also requiring more work from your video card. Thus the loss of FPS.
Normally, these 1024x1024 textures should look quite good already, and the FPS impact should be much smaller.
Also, just for tests, try the 512 ones, just to measure the FPS that you get.
In order to test, go the one airport, and use the "heavy rain" (or something like that) weather theme, in order to get exactely the same weather for all your tests.
