Image not resizing the correct way?

Okay im trying to make an avatar with the U.S. Coast Guard logo so I use infranview like I do to resize all my images and this is how it comes up..




Any help would be great  :-/

I don't understand what you're asking. Could you explain more?

I want that picture to be more clear, you know so you can read the words even though its in a small font. Ive tried resizing on infranview but that picture is what came up.

Is there a solution to this?

i dont know if this would be much help but if you have something like photoshop, it has an auto focus feature when you resize the image. ive never personally used infranview, but maybe a google search for a smaller logo would be easier to resize?
