Okay... what are you trying to do? It does glow nicely - like I said in your other post, experiment until you are happy with the look - just try lots of things, find out what they change....don't forget you can usually grade the effect before doing it, then reduce the effect after doing it, then increase the opacity of the layer too...(working in a layer)... try making small changes.... :)

The second edit looks much better, I'd even say  quite good! - keep trying! The original must have been of reasonable quality, looking at the smooth lines,  so  that's good.

I just move sliders around till it looks either realer, or wierder, or just different but somehow 'together'....sometimes it works, sometimes not. It comes instinctively after experimenting a lot.

I really don't know how to use Paint.net though. Try to  get perhaps an old version of photoshop, there must be some available going cheap... the freeware program people use is GIMP. Never used it, but google it and  some tutorials, maybe the download will come with instructions...

Cheers

Gimp is a great program, its not as easy to use as paint.net and takes some getting used to, but if you keep at it Gimp will let you do a lot more.  (i used paint.net before switching to Gimp so that's my experience with it.)
