Has there been one military project that was done early and under budget?

EA-18G Growler was the most recent example, and so far the P-8A Poseidon

So in other words, they should have used an already existing platform to develop into the F-35? A stripped down, lower cost F-22 perhaps?

Worked out well with the Growler & P-8.
