So, I see they are closing13R - 31L at JFK from March until June to repave it.

Nope. Chances are they'll be departing off 22L if the need arises. Seeing as I rarely shoot departures anyway, we'll probably wind up shooting 31R arrivals. That is, if you want to.

In any case, the light is generally fine all day this time of year, regardless of location.
