How the heck do they decide to call those...In some I can make out somehow....like LIRF....

L=???
I=Italy
R=Rome
F=Fiumicino

EBOS

E=Europe
B=Belgium
OS=Ostend?

Any one have any links for my info...this question has had me thinking for a while now...

I find them somehow confusing too.
Like Italy, that's a part of europe, yet their ICAO's don't start with an E, like most european contries..

As far as I know, countries which are generally considered in Northern Europe have an ICAO code beginning E, whereas those in Southern Europe/Mediterranean/the Balkans start with an L. Hence L for Spain, Italy and Crotia, and E for the UK, Denmark and Lithuania.

There's not always a purpose.  Sometimes it just is

The major airports often got ICAOs that roughly correspond to their name-

KBOS Boston Logan Int'l
KJFK JFK Int'l
KPHL Philadelphia
KATL Atlanta

etc.

But when they run out, you take what you can get.  There's no hidden scientific formula here, these are picked by people-it's not like the ICAOs are computer generated or anything, there's no method.

Rapid City, South Dakota is one of my personal favorites.

Last year we were flying over west Texas and my F/O asked me "where the heck are we?" I told him "slightly east of the M.F.N.!" Then I hit the nearest airport function on the GPS and it indicated that we were 10nm east of BFE (Brownsfield).
