Long term it's a step up... short term --- not so sure.

Ferrari have stopped all development on the 2009 car and are concentrating on next season, much as Honda did last year (although Ferrari won't be quitting F1).
Force India are currently experiencing their best form EVER (as Force India/MF1/Spyker) and will no doubt carry on the momentum until the season ends.. championship position means a LOT of money to the small teams.

Although, being an Italian you can't really blame Fisi.. but the pressure will definitely be on him, debut at Monza? Good luck son.

It'll be interesting to see how well FI go from here on out. Spa is rather an unusual track, and same goes for Monza. Traditionally Ferrari dont handle the curbs that well round here. In years past their car was just that much faster that it didn't matter. But the past few its been shown up when the field have been closer.
Not a fan of this move personally. I dont understand the Fisi appeal, he's not that quick and countless times I can remember his race engineer calling on him to hurry up because he was 7-8 tenths of a second slower than fernando at renault, despite having less fuel.
Then there are the times he's been outclassed by Sutil.
So he's coming into a slower car, at a track its not suited to, with a crowd that expect him to be the first italian to win in a ferrari at home in god knows how long, and may kill him if he doesn't..

Looks like Vijay's got him a good deal though, to continue as Ferrari's reserve driver next year. Good to see a team owner not getting in the way of the ambitions of one of his drivers. :)

Force India still owe ferrari several million for the engine deal they had last year.
I would imagine they are now off the hook for that. ;)
