Heres a thread from the Speed forums that outlines the changes:

I think the most interesting is the unlimited RPM and the possibility of 4 wheel drive for the capped teams.

1. Captain, if the problem is not entered into the technical logbook.........then the aircraft does not have a problem.
2. And, if you have time to write the fault on a napkin and attach to it to the yoke.........you have time to write it in the tech log....see point 1.

The one thing that will be a huge risk is the uncapped costs on engines for next year. Basically Renault, Ferrari and Mercedes are going to end up spending ridiculous amounts of money on their engines, they dont need a huge amount to build the chassis anyway. And we're likely to see those guys running those engines with power in excess of 800 bhp running at 20,000 rpm again. Your new comers running whatever engines the budget cosworths and so on, are going to get destroyed. Add in the increased KERS and I think the gap we have now will be blown to shreds and the standardised regs will make Max and co look stupid. Come 2011 when we go back to engines being budget capped, those who have used to chance of unlimited resources on it the previous year are likely to be a fair way ahead. You dont need to spend money on an already built engine. So we'll end up with a 2008 like year where one or two teams will be bitching about being under powered because they followed one set of rules while everyone else went with another.
I'm looking forward to the no refueling. Watching these classic races on the BBC, we've had some spectacular race finishes with one driver staying out on tyres and another pitting for fresh tyres with 15 to go. Think Mansell Senna many times over.
