For multi-engine aircraft raise the landing gear when indicating a positive rate of climb,  so pretty much right after take-off.  The reason being, if you chuck an engine right after take off the aircraft is cleaned up and excellerating without all that gear drag.  In a single engine aircraft raise the gear when there is not enough runway left to land on if you loose your one and only enigine.  Raising the flaps after take off depends on any departutre requirements and company profiles.  Ypu usually hold V2 until clear of obstacles and usually higher just so you climb quickly for noise abatement up to around one or 2 thousand feet.  Then lower the nose and start bringing up the flaps as you speed increases to like V2 plus 20.  Put the landing gear down so it is down and locked around 3 to 5 miles from a final approach fix.   Again, different airlines have their own requirements and approach configurations.  Usually they are fully configured to land (flaps and gear down) by the time the glidesplope comes alive on the ILS.  In a single engine aircraft put the gear down when you intercept the glideslope.  This will take you right down the hill with little power or trim change.  As far as when to start putting in flaps and gear figure out how many miles you fly to get the plane from 250 kts to fully configured for landing adding flaps and gear at the right airspeeds.  Then start adding flaps and gear when you a re a little farther than that from a final approach fix.

I'm sure there's no official requirements to when you raise and lower your landing gear. I would raise the gear fairly soon after taking off, as it's of no use to you then, and if you come down in a hurry, its not going to do much for you in the field just beyond the runway. As for landing, as long as the gears down before you hit the runway I doubt it matters.
