In the real world sids and stars are selected by the tower I beleive

and which one they select for you to fly depands on several things, such as how much traffic is in the are at the time which way the wind is blowing and from which way are you flying from or to and at what altitude you are at. I use to work at KJAX(jacksonville int.) and I use to hear the tower tell a departing aircraft to fly soggy one then proceed as filed. I thought that had something to to with rain in the area untill I foud out this is one of the SIDS that jax uses for departing aircraft going to the south or south east, when taking of from runway 25. You would not use this SID for a north or west depature. I would imagine that would applay to STARS as well. So I would use the approaite SID and Star based on the way I was going to depart for the SIDs and my approcah direction for the STARs 8)
