HELP! ... Tony D'Ambrosio's NAV DATA

Hello!
I have recently had some problems which required me to format HD and reinstall everything. I have a panel made by Eric Merciano which has nav data (VOR, DME's ...) displayed on the ND. THis requires nd2k_13.zip i.e. NAV DATA from Tony. I have done everything right according to the readme:

- I have loaded NAVDATA (ND99),
- Nav Data folder is in my main FS2002 folder,
- I have gps_export.dll in modules,

I don't know what else there could be. I also reformated my HD once last year and I simply cannot emagine what I'm missing or what is going wrong!
