GCA approaches have never been called in civil aviation ever since I can remember ;D if that's what you mean. The ILS approaches are vectored by ATC when you file a IFR flight plan.
go to CREATE FLIGHT, and then Choose FLIGHT PLANNER.
Select a departure and an arrival airport, choose Instrumental flight rules (IFR), select high altitude jetways or whatever suits you, it all depends on what aircraft you're flying. Then let FS plot a flightplan, select a flight altitude and the click OK
Then click on FLY!

Generally the ILS is never alone....there is always another beacon (VOR or NDB) on the ground that can help you to establish on the ILS!Use them to intercept the LLZ,and enjoy an easy instrumental approach!!
