FS2002 and the Radeon 8500le

I've finally got around to updating my video card so that I can run FS2002 (FS2004 would be nice too) and for some reason it runs at less than 1 FPS, even with all the settings at the lowest, and looks to me like its running in software mode - looks like Combat Flight Sim 1 did several years ago when I ran it on my dad's P200 without an accelerator card, no smoove textures and almost blocky in places.
I've got directX9 and the latest Radeon driver installed, I've done a dxdiag test and it passed all and shows the correct memory, and I've tried ATI's useless support facility on the website but couldn't get any direct advice, so I'm pulling my hair out.
Does anyone have any ideas?
My system is:
P4 1.5Ghz
512Mb
40Gb HD
Radeon 8500le 64Mb
WinME
