I believe that's a matter of preference based on your budget and how anxious you are to run right out and get the newest toys.
Personally I will probably stick with 2002 until after the price drops on 2004, but will definitely upgrade eventually.
I have spent a lot of hours downloading freeware add-ons for FS2002, not to mention several great payware additions, so I'll be happy with what I've got for a while yet.

I haven't been following the 2004 debate all that much because I can't see a Quantum leap out of FS2002.
With the amount of material now available as addons for 2K2 I won't be upgrading for a long time.

I would wait until after its been out a couple of months and any known gripes have come to the surface. It might be worth visiting the forum on this and having a look around.
