Mates bit is easy enough.
Getting rat arsed is just one of those degrees of getting wasted we have. Sober, tipsy, legless, drunk, pi$$ed, wasted, rat arsed, plastered, ****faced, ****ed, etc. There are plenty more. The more drunk you are, the more swear words are involved and usually the more interesting the word.

Most people over here will have reached wasted before they are 18. I love our drinking laws!

2. And, if you have time to write the fault on a napkin and attach to it to the yoke.........you have time to write it in the tech log....see point 1.
