To be fair, these companies such as Youtube are being bought for obscene amounts of money. If they then get taken to court because illegal material (of any type), they and their parent companies have to expect to take the consequences if they haven't set up appropriate "screens" at the point of upload and publishing to ensure no content breaches the law. I bet they'd take screening seriously for wholly inappropriate content, such as child porn etc, so why not every thing else?
