Broken Meter

An officer was checking the parking meters and came to one adorned with a paper bag on which was printed "BROKEN."
Surely a ruse but, to be fair, the officer removed the bag, slipped a coin into the slot and turned the dial knob: the meter responded just as it should have. The officer's attention then went to the car parked in the respective spot, ticket book in hand.
As the officer began to write up the ticket, the vehicle's owner rushed out, yelling, "What are you doing, officer? There's still time left on the meter!"
