Canada is derived from the Huron-Iroquois word Kanata, which means village or settlement.

And the question mark goes inside the quotation marks.

Maybe in Europe, I believe it's true in the UK;
but in North America, the punctuation always goes inside the quotation marks.
That is how I was taught, and that is how I will always write.

You have a point.  I suggest reading, for edification and entertainment, the pleasant book  "Eats, Shoots & Leaves".  It is all about punctuation, written by a Brit, but who does point out differences between "American" and "English", and comments as well on the punctuation inside or outside the quotation marks.

Punctuation is simply done wrong in North America.

For example:

It's all about location. We Americans often think brit punctuation is screwy. :P

Simple guidline...

The language is called English. :)

They may not spell all that well over there, but they do know how to put a sentence together so that it makes sense. :)

I don't know how that came about... All's I know, is, "We put the puncuation inside the quotes." Ya... And we like gallons instead of litres, (liters!) to measure. But our temperature system sucks for sure. Stupid Farenheit... hooray for celcius!
