What are those symbols?

I have seen them in my e-mails and even on some websites.

I wish I could show you a sample but I can't find any right
now.

It's those symbols that take place of letters, one of them is
a black dimond with a question mark inside.

I'm not sure if it's a windows-7 glitch, or something with a
darker purpose. :-/
