If you wanted to build it you'd find an object already halfway built....An asteroid.

Stick a weapon and a drive on it, plus some living quarters.  Then start mining to produce steel and improve it where it is.

If you used the Workfare work experience scheme you wouldn't have to pay for the labour.

Technically, it's not a vacuum, since there is all kinds of dust, dark matter, rogue planets, etc. floating in the areas between the solar systems, so I don't think pollution is a major issue here.  In fact, if all of that matter between the stars could be mined, we would be doing the galaxy a favor by tidying up a bit.  :)
