VERY amusing! ;D
Even more amusing is the price they quote to fix them.  I do some vehicle graphic work and the cost of a small patch (non-noticeable) to cover or redo the cow.  The cost of the graphic should be about $10 and per-vehicle labor should be even less (even to recover all the vehicles should take less than 2 hours with just a simple patch).

Remember if you work for the government then spending way to much is part of your DNA.
Remember the infamous NASA pen? The Soviets being tight used a pencil.... considerably cheaper ;D ;D ;D
This is why I never believe any budget posted by a government dept. Oddly my double it and add 20-30% seems to be remarkably accurate  ;D ;D ;D
