Makes you question the wisdom of our forefathers doesn't it Paul. Look at New Orleans; what idiot decided to build a coastal city [glow=yellow,2,300]below[/glow] sea level? New York, Miami and many, many more are bad enough. I seem to remember something about a foolish man building his house on sand.... or something along those lines.

Only the lowest parts of NOLA are below sea level... and the site was, and still is, pretty useful, despite the problems with storm surges and tides, considering it's at the mouth of the most important river on the continent. 

It's a common thing with port cities all over the world... they were very important, when they were founded, due to the importance of waterborne shipping back then... but port cities tend to be near water; it can't be helped.
