In parts of the world, it is an automatic death sentence for drug smuggling and people still do it, why, because it is the other guy who will get caught.
That's the main gist; one must also consider the insanity aspect of sexual obsession (and others). Salmon still run upstream towards the waiting bears; many make it by, many don't -- then they die. Then, too, how many exceed the speed limit?

Simple to bypass. Just use an older phone that doesn't have that beeping option as mandatory... ;D ;D :D :D
