Wouldn't it make more sense to have it on December 17th, or a anniversary of something more people know about....?

I did read the article. I was speaking in general terms.

As commoner points out, who knows about these "national observation days" & how are they celebrated?

What are those? I had to request Mondays as a regular day off -- no pay --
with the threat of being asked to work (with pay, a condition of the rehire) if it happens to be a holiday...

National holidays over here may not be Federal holidays, not all Federal holidays are recognized by every State and each State may ratify its own (thus Battle of Bennington Day in Vermont, etc.). There's Arbor Day (I suppose Maine may have an 'Arbor Day), Secretary Day (Kentucky, perhaps Virginia, may have a Secretariat Day), Prayer Day (although there's some states that may not have a prayer)... there can be a day for everything (although I haven't specifically heard of an Everything Day, many celebrate their own thing)...

Are you kidding? of course I knew! I put up my aviation tree, my aviation lights and hung my leather flying gloves by the fire place. I tried to listen all night for the sound of the Wright flyer landing on my roof but I eventually fell asleep. When I woke up in the morning I found two terminal area charts a brand new E6-B and a new pair of aviators under the tree! You guys really missed out if you didn't celebrate this year, but there's always next year.

Quite true, most holidays begin as observances.
Halloween is now considered a holiday but its very name derives from All Hallow's Even, the eve of All Saints Day. How many now celebrate All Saints Day or even are aware of its existance, let alone the original relationship? Christmas is a national holiday whereupon most people are afforded the day off and many atheists even share the in the gift-giving and party rituals, as hypocritical as that may seem to a dedicated observer. The "Day"s I mentioned above are also actually observances rather than true holidays.

....and do you all send cards to your friends and family?...in good old GB we send cards at the drop of a hat .....with subsidiary spin offs, for example...on Mothers Day you can get cards like "To Aunty on Mothers day" and  "To Grannie on Mothers day"..........cards for your dog or cat  etc etc...very commercialized .....commoner

Well, that could have saved me a lot of stamps -- I've sent out cards and no one dropped one hat!
Unfortunately, commercialism enters every arena; many, if not most, are just in it for the money... :-/
