I agree with Hagar. It looks very much like the scum seen on top of the water at a Sewage Treatment Plant... :o...!

That used to happen, albeit on a much smaller scale, on the Norfolk coast when I was a kid in the late 70s.
Common perception was that it was sewage and we weren't allowed in the sea when it happened. It doesn't happen at all now... Thank goodness.

Amazing.  I'd think it's incredibly dangerous as you could easily drown in that.  Certainly you couldn't swim in an ocean covered in that stuff and keep your head in breathable air.

Scientists explain that the foam is created by impurities in the ocean, such as salts, chemicals, dead plants, decomposed fish and excretions from seaweed.
