wow, in terms of stupidity the American government is catching up with Englands.

I don't think this is a government thing, it's an office thing.  It's not like the town is going to ban popcorn within the city limits, it's just the city office that's going to ban popcorn within the office.  Sure it's silly but at least it only affects the office workers while they're at work instead of every town citizen.

Best thing the city could would be present the offending popcorn burner with a bill that covers all emergency services expenses, any cleanup, and loss of productivity. It would make for a good lesson and quite an expensive bag of burnt kernels. ;)
