The yobs in my area regularly terrorise the neighbours. None of them get fines because they are under 16. Many people convicted of all sorts of crimes go in and out of courts every day with warnings and cautions and suspended sentences. Innocent, law-abiding and hardworking people somehow are the criminals and are expected to pay big fines. How about charging the thugs (or their parents) that smash my parents home up or that spray graffati all over the subway walls as soon as it is repainted at the end of my road?

When the innocent become the guilty and the guilty are effectively innocent you know society is really screwed.

Whoa!  Is this some sort of diversion mentality, or are these people just being let go with a promise to not do it again?

saitek has a point, and its something that effects everyone, and unfortunatly it effects the victim more than the culprit. their is nout we can do about it until a new government is in place, and even then it will take a while :(

This is a cultutral mindset. It won't be changed by government. Well, ok I'll rephrase that. It's a cultural mindset for anyone standing for parliament, law makers and those that interpret law in the courts.
