Where I live (South London) the word "Chav" used to have a different meaning.. Late 80's we used to use it all the time to describe somebody we didn't know.. Ie: "Who was that chavvy?" or "Did you see that chavvy who was there last week?"
Apparently it's a Rommany thing... slang and all that, however I'm not a Gipsy, and nor are my mates.. but a lot of people from around here (Mitcham/Morden) still use it..
