Looking at a lot of the comments on the video, I think it is. Break.com are not the greatest source of info when it comes to the videos they post. Usually the comments on the video shed a little light.

It looked like the rotor blades were not balanced. I guess that's what the test [if it is a test] is for.

This has to be a test or something.  It's hard to believe this Chinook was tied down, run up to full speed, came apart and the camera didn't move and there were no passerby airmen swearing suggests something grander afoot.

..well. Chinooks are operated by the Army. So of course there wouldn't be airmen around. ;)

I have a hard time beliveing that is real. Pilots are a meticulous brand of people, even if he missed it being tied down he would have realized somthing was wrong when when the aircraft was'nt taking off, and shut the engines down before the vibrations shook it apart.
