I don't see what's so noteworthy about this.  The cow is sacred to Hindus, and I wouldn't be surprised to find out this guy (who owns the cow) is a Hindu.  Like Ozzy says, this happens with dogs here in the States/West.  And this is a one time thing, as opposed to it happening everyday (the dressing up, spas, psychiatrists!) here.  At least the cow is sacred, the dog or cat's just a pet.

Besides...  Cows look funny!  And moo to boot! ;D
