No he wasn't.  

Since 1996, he has been a fugitive wanted for war crimes by the International Tribunal for the Former Yugoslavia; Interpol warrant cites assault, crimes against humanity, crimes against life and health, genocide, grave breaches of the 1949 Geneva conventions, murder, plunder, and violations of the laws or customs of war. In his defense, his supporters say that he is no more guilty than any other war-time political leader. His seeming ability to evade capture for over 8 years has made him a local hero among the Bosnian Serbs.

What a horrible person. Almost sounds like a mini-Hitler. I never knew what the Bosnia war was all about untill reading that, thanks for the link.

Why dosen't he just move to Britain - the police won't touch with him with such small criminal record.

On the other hand, if he was a fully paid up, law abiding citizen doing 32mph in a 30mph zone - then he really would be in trouble.

Okay, I have another question while we are talking about that region. What was the Kosovo conflict about? I know a guy who was involved in it with the US Army, and all he knew was that it had something to do with genocide against muslims. I tryed looking it up, but all I could find were old news articles that dont give a "big picture".

Don't know all the details, but basically it was the usual old tribal animosity, suppressed for a long time by the boot of the Soviet Union, I'd imagine. A lot of that stuff has been stirred up since that government collapsed.
