First thing to check is the [Lights] section of the aircraft.cfg file to see if the position has been changed. Here is the default.

light.8 is the starboard wing tip strobe.
At that time [1909] the chief engineer was almost always the chief test pilot as well. That had the fortunate result of eliminating poor engineering early in aviation.
