I couldn't find the read-me file. Could someone tell me where it is or the location of the exploding rigs?

For some reason, occasionally someone will upload a scenery and not include a "readme" for some reason.

As far as the burning oil rig, it's hard to say.  I think I have the Oil rig V5.0, so I'm guessing the whole idea is to look for it.
