If some ai are arriving/departing properly, this could be 'normal' sim behavior.
When you start a flight session, the sim spawns ai aircraft including those scheduled for arrival/departure during the 5-10 min. period prior. This can lead to congestion/delays in both arrivals and departures. ATC gives preference to arrivals so departing ai can get stuck in the que.
The sim will then start 'eliminating' ai aircraft that fall to far behind in their schedules. (They're not gone forever, they will be re-spawned on schedule, along their flight plan.)
A couple of remedies: Turn down your traffic sliders at first. You can move them back up after your departure. Or....start your session and then use the first several minutes to do your flight planning and preflight routines. This can allow the congestion to ease before you taxi. (Delayed ai will still 'disappear', just not 'right in front of your eyes'.)
If traffic is not congested but ai are disappearing at the 'hold short' for no apparent reason, this could indicate a problem with the airport design.

At that time [1909] the chief engineer was almost always the chief test pilot as well. That had the fortunate result of eliminating poor engineering early in aviation.
