The 'active' FSX scenery.cfg structure is the same as FS9, it's just in a different location.
The FSX 'active' scenery.cfg is located at ..\Documents and Settings\All Users\Application Data\Microsoft\FSX\.. , not in the sim's main folder as it was in FS9.
Scenery.cfgs found in other locations are backups/fallbacks.

At that time [1909] the chief engineer was almost always the chief test pilot as well. That had the fortunate result of eliminating poor engineering early in aviation.
