This will set the sim on pause when you are switching to another application in Windows. There's an option for that in the game settings.

If you switch away from the sim to another program or minimize the sim it will automatically pause. If =0 the sim will continue in the background.

Can be set from Settings>General>[ ] Pause on task switch.

Doubt it has anything to do with stutters.

Thanks for the replies, curiosity got the better of me.  I have used the pause on task but never saw it in the cfg before.
